How do I vote early in-person?
Early in-person voting starts Friday, September 22, through Monday, November 6, at the ISD 199 District Office. 
During early in person voting before November 6, you can complete your absentee ballot application (linked here) and ballot at the same time in the District Office. You will seal your absentee ballot into an envelope to be processed and tabulated.

Absentee Ballot (AB) Voting will begin on Friday, September 22, and will continue through Monday, November 6. Ballots can be dropped off on November 7 until 8:00 PM.

Direct balloting is available beginning 18 days before Election Day. When voting during the direct balloting period, rather than sealing the absentee ballot into an envelope to be processed and tabulated later, in-person voters will insert their ballots directly into a ballot tabulator at their early absentee voting location:

How do I vote on Election Day?
NEW: Polling Locations for the November 7, 2023, Election

Election Day is November 7, 2023. There will be two (2) combined polling places for this special election that will be open from 7:00 AM - 8:00 PM.

City of Rosemount Voters
For those voters residing in the City of Rosemount, when a city municipal election falls on the same day as a school district general or special election, those voters will vote at their regular city polling place.

How do I register to vote?
You can register to vote online before November 7 through the Minnesota Secretary of State website to save time on Election Day. If you forget to register before Election Day, Minnesota allows same-day voter registration.


Who’s eligible to vote in the 2023 Referendum Special Election?
Generally speaking, anyone who is 18 years old by Election Day, is a U.S. citizen, has been a resident of Minnesota for at least 20 days, and resides within the Inver Grove Heights School District 199 attendance area are eligible to vote on the November 7 Election Day referendum.


How do I register to vote on Election Day at the polls?
Voters registering on Election Day will need proof of identity and residence, which may include:

  • Minnesota Driver’s License, Learner’s Permit, or Identification card showing a current address (or yellow receipt for any of these).
  • Valid, previous registration from the same precinct.
  • “Notice of Ineffective or Late Registration” from the Public Service office.
  • A registered voter from your precinct who personally knows that you reside in the precinct and will vouch for your identity.
  • A photo ID and a current utility bill showing your name and address in the precinct.

Absentee Ballot Voting
An absentee ballot is a vote cast early by someone who is unable or unwilling to attend the official polling station to which the voter is normally allocated. Absentee voters can vote by mail or in person by completing an absentee ballot application (linked here).

If a voter is registered, they are able to vote and seal their ballot in an envelope that is returned to the county to be accepted or rejected by the absentee ballot board.

If a voter is non-registered, they fill out an additional Voter Registration Application in order to proceed with voting by absentee ballot.

ISD 199 will have absentee voting by mail and in person as well as direct balloting (also known as early voting) available this year at the ISD 199 District Office, 2990 80th Street East in Inver Grove Heights.

Absentee Ballot (AB) Voting will begin on Friday, September 22, and will continue through Monday, November 6. Voting hours will be weekdays 8:00 AM - 4:00 PM. Ballots can be dropped off on November 7 until 8:00 PM.


Direct Balloting (Early Voting)
Direct balloting has been extended to begin 18 days before the election. This is different from other voting years due to updated legislative changes.

Direct balloting offers voters a choice during the final 18 days before Election Day to insert their ballots directly into a ballot tabulator instead of sealing them into an envelope to be processed and tabulated later at the district office. This voting process is similar to what occurs on Election Day for voters, and allows them an opportunity to see their ballots being tabulated and to receive notification by the tabulator of errors that may have been made on the ballot.
