ISD 199 Intra-District Transfer Process

The Intra-District Transfer Process provides the opportunity for District 199 families to request to have students attend an elementary school other than the one assigned by attendance boundaries.

Just as in our in-building models, there may be times that a family requests a different school or learning model. The intra-district transfer procedure outlined below details the process for District 199 families requesting to have a student attend an elementary school other than the one they are currently enrolled in. During the school year, acceptance of students under an intra-district transfer shall not increase staffing, class capacity, or transportation capacity (if transporting to the home school). If transportation space to the home school is not available; or if requesting a school other than a student’s home school, transportation arrangements remain the responsibility of the parent/guardian.

Elementary Schools
  1. Acceptance of students under an intra-district transfer shall be determined after the staffing levels for the schools have been established and shall not increase the number of students at a grade level within the receiving school beyond 95% of the established staffing enrollment threshold for each grade level. Staffing enrollment thresholds are based on class size thresholds and the number of sections staffed at each grade level in a building.

  2. Acceptance of a student under an intra-district transfer shall not increase staffing requirements, class capacity, or transportation capacity (if transporting to the home school). If transportation space to the home school is not available; or if the family is requesting a school other than a student’s home school, the family will need to transport the student.

  3. Intra-district transfer requests to school buildings will be granted on a space available basis and accepted until a grade level has reached the class capacity and/or 95% staff threshold. All transfers are subject to the approval of the Director of Learning.

  4. If it is determined that the student’s home school does not have the capacity to accept the transfer request, the family may request a transfer to another district elementary school; or families will be able to request a change back to their home school learning model at the trimester.

  5.  Applications for consideration for intra-district transfer to another elementary school will be processed after June 30 for the upcoming school year.

  6. Kindergarten students who are requesting an intra-district transfer by June 30, and have a sibling in the receiving school, or who have verified daycare located in the receiving school’s attendance area, will be given priority over students who do not fit either of those criteria.

  7. Students in grades 1-5 who are requesting an intra-district transfer after June 30 and have a sibling in a receiving school or who have verified daycare located in the requested school’s attendance area will be given priority over students who do not fit either of those criteria.

  8. If the number of intra-district transfer requests exceeds the available space in a grade level, the order of approval shall be determined by selecting names through a random drawing process.

  9. Parents/guardians are responsible for providing transportation to and from school in every instance where an intra-district transfer has been approved excluding students who are requesting a transfer back to their home school if transportation capacity is available or students who qualify and accept enrollment in the Atheneum program.

  10. Students approved for an intra-district transfer in one school year will be included in the enrollment projections of the receiving school in future years for staffing purposes.
